Boris Johnson's visit: Tokyo, London sign pact to 'scrum together' for future

TOKYO — During his time in office, London Mayor Boris Johnson has hosted both the Summer Olympics and the Rugby World Cup. So it was only fitting for Tokyo Gov. Yoichi Masuzoe, who is preparing to do the same, to seek his advice.

Tokyo and London, two of the world’s most economically vibrant cities, agreed on Wednesday in Tokyo to jointly tackle challenges they both face. “Let us bind tightly, as they do in the scrum, and go forward together,” Johnson told officials and reporters at the Tokyo Metropolitan Assembly.

The two cities have more in common than their island location, a love of tea and playing host to international sporting events. They are committed to improving air quality and traffic flows by investing in mass transit, said Johnson during his three-day visit to Japan.

The introduction of new technologies such as hydrogen-powered cars show that “Tokyo is where the future is already happening,” Johnson said.

The Tokyo-London agreement is aimed at sharing ideas and fostering cooperation in six areas: urban development, the environment, cultural exchange, transport, tourism, and hosting major sporting events.

“We will use this declaration to further our leadership in resolving the shared challenges faced by megacities around the world,” said Masuzoe.

The agreement calls for regular exchanges. Masuzoe will visit London later this month.

Masuzoe called on Johnson last October, sharing ideas with him and hearing about how London handled the 2012 Summer Olympics and the Rugby World Cup this year. The governor is eager to successfully host the 2020 Summer Olympics and the 2019 Rugby World Cup. “We would like to learn from London’s legacy of success, so we can use it as a blueprint for our own.”

During the formal signing ceremony, the Conservative member of Parliament figuratively and literally passed the rugby ball to Masuzoe.

Johnson will give a presentation titled “Olympic lessons learned” in Tokyo on Thursday.
